Management Team

Our dedicated professional staff brings compassion, expertise, and a deep commitment to empowering adults with intellectual disabilities. Each member of our team is specially trained in person-centered support, behavioral health, and inclusive care practices to ensure every individual we serve is respected, valued, and given the opportunity to thrive. With diverse backgrounds in social work, special education, nursing, and therapeutic services, our staff works collaboratively to create safe, engaging environments that promote independence, personal growth, and meaningful community involvement.

Jennifer Carter Barber

Director of Programs

Jennifer joined InReach in 2003. She currently manages the Community Works program and Vocational services which includes Project SEARCH, Medicaid (B3) Supported Employment and Vocational Rehabilitation Supported Employment and Work Adjustment. Jennifer is passionate about helping others and celebrating in their successes. Jennifer has been a volunteer with Special Olympics, Mecklenburg Park and Recreation, Allegro Foundation, Carolinas Medical Center and as a Certified Lay Leader for the Chronic Disease Self-Management program. Jennifer has served on committees with the CRC (Community Resource Connection) Aging and Disability organization and Central Piedmont Community College. Jennifer earned her Bachelor of Arts in Health Communications from UNC-Charlotte and minored in Interdisciplinary Health Studies. She earned a Certification in Developmental Disabilities from Central Piedmont Community College.

Dina Delgado

Dina Delgado

Director of Community Outreach

Dina has worked for InReach since 2016. In her position, she oversees the Community Outreach Department in Mecklenburg County, providing Medicaid C Innovation Waiver services. Dina has worked as both a Direct Support Professional (DSP) and Qualified Professional (QP) in Group Homes and Day Support Programs in North Dakota and North Carolina since 2012. Dina earned her BA in Sociology from the University of North Dakota and her MBA in Healthcare Management. She is a graduate of Leadership Cabarrus Class of 2019.

Elizabeth Doggett

Elizabeth Doggett

Director of Group Homes

Elizabeth has been part of the InReach community since 1996, where she began in community-based services. She was the first Director of First in Families with InReach and is currently the Director of the Group Home Department. Elizabeth has a core belief in self-determination and was part of the team that secured the first Self Determination grant at InReach. She has been a volunteer with Forest Hill Church and was involved in the establishment of Circle of Friends there. Passionate about wellness, Elizabeth is a certified yoga instructor and adaptive yoga. She was instrumental in launching the Moove It committee at InReach, promoting health and wellness for staff and customers of InReach. Today, Elizabeth continues her interest in Self Determination on the Council of Quality and Leadership Committee and Best Practice Committee. In 2021, she achieved CQL Personal Outcome Measures® Interviewer Certification. Elizabeth holds a Bachelor of Science degree in Behavioral Psychology from Florida State University and a certificate in Non-Profit Management from Duke University.

Director of Human Resources

Beth has been with InReach since 2010. In her position, she is responsible for overseeing human resources, training and development. Prior to coming to InReach, Beth worked for Charlotte-Mecklenburg Schools and was a Human Resources Specialist and Trainer at Blue Cross and Blue Shield of SC. Beth serves on the Mecklenburg Cultural Competence Provider Council, is an active member of NC Sibs, and volunteers with the NC Down’s Syndrome Association. Beth studied at Appalachian State University and is a SHRM Certified Professional

Erica Massey

Erica Massey

Director of Community Services | Tailored Care

Erica joined InReach in 2013. She is a Program Manager in our Community Services Department and manages our B3 Respite services and our State-Funded AFL homes. Prior to joining InReach, Erica was a Case Manager for 8 years, providing Targeted Case Management services to individuals with Intellectual/Developmental Disabilities in Mecklenburg County. With her experience and knowledge, Erica also fields our inbound calls from individuals and families who are seeking information about services. She is active with our Inside InReach Lunch & Learn sessions and she attends Community Fairs to help spread the word about InReach and educate families on services that are available to them. Originally from West Virginia, Erica earned her Bachelor of Science Degree in Public Service Administration from West Virginia University Institute of Technology and minored in Sociology.

Greg has been with InReach since 2013. He oversees the Community Outreach Program in Union County, providing Medicaid Innovation Waiver services. Greg has worked as both a Direct Support staff and clinician in Group Homes, ICFs and Day Supports Programs in New York, Florida and North Carolina since 1992. Greg earned a BA in Philosophy from LeMoyne College.

Kelly Perez

Development Director

Kelly joined InReach in 2014. In her position, she is responsible for supporting all aspects of the organization’s institutional advancement efforts including: fundraising (individual, corporate, foundation, and special events), grant writing and agency marketing. Additionally, she serves as InReach’s volunteer coordinator. She was previously the Director of Family Support Network Charlotte. Originally from Maryland, she earned her B.A. in Political Science from Belmont Abbey College. She has been a member of Association of Fundraising Professionals (AFP) Charlotte Chapter since 1999

Michaeal Puckett

Michaeal Puckett

Director of Quality Assurance and Operations

Michael has been with InReach since 2000. He manages the Community Outreach Department which currently provides Medicaid Innovation waiver services in Mecklenburg, Cabarrus, Davidson, Union, Stanley, and Rowan Counties. Michael is a current NCI instructor and provides instruction in Approved Intervention strategies for the state of North Carolina. He is a volunteer with NC Down Syndrome Association and currently serves on Pathways Provider Board. He is a former U.S. Air Force Serviceman, and early intervention teacher for children. Michael earned a Certificate in Logistics from the Air Force, a Bachelor of Science Degree in Psychology from UNC-Charlotte, and a Certificate in Developmental Disabilities from Central Piedmont Community College.

Keiba Young

Director - First In Families

Ms. Young assists families and individuals with Intellectual and Developmental Disabilities by identifying resources to meet their wellness goals. Keiba earned her Master degree in Public Administration, with a post-graduate certification in Emergency Management from Florida International University. She earned her Bachelor’s degree in Public Administration with a minor in Human Resource Management from Barry University. Ms. Young also earned her associate degree in Journalism/Mass Communication from Miami Dade College.
